I have done this about 100 times last year. You dial 011 then 52 then 1 before the area code and then last the seven digit number for instance Mexicali would be: 011-52-1-686-XXX-XXXX. If you use a calling card ($2 or $5) you have to dial the toll free card number, your pin number and then the sequence above (a whole lotta dialing).
You may need to activate international calling on your phone while in Mexico. Both ATT and Verizon will do it for one month.
