If you are working with a specific company then that company may not allow you to write business with other companies.
Are you a broker? Or an agent that is exclusive?
If your a broker then just mail out your business cards, walk into some offices and get to know the staff and the other agents. Often exclusive agents have customers their company does not write some business for. And, then they can refer the business that they do not write to you. There is no magic answer. It’s just marketing. Make calls and visits.
When I get unsoliited emails and phone calls I just delete them. List don’t work. Personal contact is better.

If your contract with your current carrier prohibits this, or if your state laws won’t let you pass through business from another broker, you could lose your current contract, or your license.
The answer depends on if you are captive, or independent agent. If you are an independent agent I would suggest getting associated with a broker who can guide you through several carrier’s products and at the same time offer high commission levels for your life sales. Try this link-
