you need to have a internet connection faster ..not the computer ,,,
Clean the registry, defrag weekly, delete unused applications and programs, get all the garbage off your desktop, it all slows a computer down.
The computer manufacturers like to load a whole bunch of crap on their machines before they sell it to you. If you uninstall most of their programs, you can get a pretty massive speed boost.
Also, Norton can slow your computer down tremendously, for the same reasons that a virus can. I’ve found that other virus scanners, such as the free Microsoft Security Essentials, keep your computer running much faster.
Finally, if it’s just the web page loading times, it may be your Internet connection. You could have the best computer in the world but your web pages will still load slowly if you have dial-up, or a slow DSL connection.
i just want to point out that the guy who said There is a switch that says 115v. Change it to 220v is trying to fry your computer, you should ignore that
As Ben says, cleaning out the junk from your system will make it much faster. The word ‘junk’ definitely includes Norton – download Avast which is free, better and doesn’t slow your computer down to a snail’s pace. Microsoft Security Essentials is ok too. Norton is a huge pointlessly bloated beached whale of a piece of software that’s whole purpose in existence seems to be to bombard you with paranoia inducing messages that make you too frightened to stop giving money to Symantec. Avast just quietly does it’s job and rarely hassles you. It does annoyingly announce loudly that it’s updated itself, but 30 seconds on it’s settings page will soon stop that sort of nonsense.
1st dont be fooled its not an easy answer
if its only Internet that is slow then check with your provider what is your setup and how clean the line is
if you have dial up ( remote areas deep in the woods ) then you have your answer
the further you are from centers the slower the connection.
if you live in a big city and you have slow internet and your not on dial up and your line is clean as per provider then check this : how many users use the same connection ? are you downloading torrents or is somebody in your household doing download ?
if your entire computer ( ie open office
, editor , media player or just plain windows) is slow then check that norton is not running a scam i mean a scan in your back i mean in background 
also if that dosent solve it i suggest seeking professional help ( ie a tech with experience) preferably certified to clean up your computer . copy /burn all your stuff save all your emails ( create an archive or just plain save as make shure the tech backs up and keeps all your stuff
make note of all your passwords in a safe place (specialy that internet one)
and in the end your computer may just be too old … have ubuntu linux installed with open office
on it and try it and if that dosent work then just buy a new one .
also note some pages DO take 5 min to load . but safe bet : Google and yahoo if that takes 5 min you got a real big problem
i have read all most all answer if you Clean the registry, defrag , delete unwanted file it will help you to run you pc fast not internet but you can change the setting of your internet and make it speed just you need to make a 2 file how to do it i have a video on youtube . type how to speed my internet speed ? and search you will get it best of luck
The first mistake you made was using norton.
The second mistake you made was not getting rid of it. One computer mag refused to recommend it at all. I only tried it out because it came with my new computer, then I wondered why is my new computer going backwards) haha. I took it (norton) out and away went my computer at warp speed. Get rid of it.
First make sure that hardware is not outdated. It should not be very very old or primitive. Second, your system should not be full of viruses and spuwares and then one way to speed up your system is to select a good PC optimizer and System cleaner such as reginout from Intel Software Directory
