If your street is cabled I’d have thought they’d be falling over themselves to recruit you as a customer. Have you tried actually ordering it? In the days when they were NTL, they actually came and dug up the street for me to get me connected because the feed to my house was missing.
Ask your neighbor to call in a trouble ticket with them and when the repair guy comes out, ask him what you can do to get connected? Perhaps offer him a snack or a drink and ask if he’d talk to the customer service people on the phone to convince them that they have service in your area.
It could also be that even though your neighbor is able to get service from them, your house is in a different zone which is serviced by another cable company.
