How can I make my picture smaller?

I have a photo I want to use to edit my credit card, but Wells Fargo requires that is is 840 X 840 or 3mb. My photo is 49.0 kb, how can I make it to the dimensions they require? Thank you!

    Any Photo Editing Software.
    Many times you can go to the bottom right corner of the photo and click and hold and move the cursor toward the center of the picture and see if it will allow you to collapse it.

    by the file size given of the pic you mentioned…..the file sounds low res so you may not be able to use it…as it is small…

    is this for web or printing…if printing….the file size will be larger for print usually…and 300 dpi and at the ( pixel ) dimensions mentioned…
    840 x 840

    or if you like i can try to tweak it to the dimensions they require…if you give me a link to the pic

    and i can then send it back to you.
