She needs to create an iTunes account. The user guide explains how to do this.

Start over again, this time press Temporary Password
Fill out eform or whatever including your email address
They will then email you a Temp Password
When you get Password, write it down, then log in again, type in the Temp Password
After that then you can make up your own Password
Now you are all set to Party!
