a skirt that flows it should be kind loose for your legs and can be tighter for your but to show it off and no shorter then your knees, then a tank top, and a sweater if its cold, that u can take off later. heel and flats will work well
Tango is all about expression and style. Sure, there are some norms to follow, but also remember that you have to express yourself and show your own personality.
